Why, on some television programs do a black box in the corner with the movement of white boxes in it?

Here, in the UK, often on the satellite stations, it appears a black box in the corner of the TV (usually right) that bozes a white moving through it. Do we know what that means? Is this the recorded content or something? It's like a progress bar or something thing. Thank you! Mike
