What you have to do to put a black pants black again?

I noticed that some of my black pants were a kind white residue on them? I'm not sure what they are. They will not come to water or even after I wash them again.

You can dye it black. Put a little blue dye with it as well, and add a little vinegar to the rinse water. Of course, later, be sure not wash in cold water with other black clothes as the dye run a little. In addition, washing the pants inside out to further reduce fading and abrasion.
