Is it a DVR with an ATSC tuner allow me to watch my premium channels?

I have Charter digital cable, I want to buy a DVR that will work with my premium channels (HBO On / Ciinemax, ETC … 500 and more.) If I get one with an ATSC tuner that will decode or descrambe Channels 500 and above?

NO! You need to decode your charter premium channels. In fact, if you only have standard cable, they will have to decode for anything above 100 (except the weather channel sometimes). I have the latest HD tuner and I get Charter chains where they are supposed to be, but no picture.
