Where can I get heavy, but adjustable ankle and wrist of little weight?

Where can I get them? It can be online or in a store. (I live in Southern California) by heavy I mean like preferably 20 lbs. In short, I mean small enough so that I can I will easily carry on my life under my clothes. I found some but they seem so surprisingly large that wear them outside is out of question. Thank you.

You will not find them. Even the 5 # are quite large.
